The Northern Territory Department of Infrastructure and Logistics (DLI) works with community, industry and government to deliver efficient, safe and agile logistics and infrastructure for all Territorians. DLI designs and delivers the services and projects that keeps the Territory connected, safe and growing.

DLI is responsible for roads, transport, housing, government assets, logistics and safety services that support economic growth and strong communities and provides essential functions including transport regulation, vehicle registration, marine and road safety. Our work spans long term planning, major project delivery and fit for purpose infrastructure across the Northern Territory.

About the Role

This is a rare opportunity to help shape the Territory’s future. Reporting to the CEO, the Deputy Chief Executive Officer (DCEO) provides strategic leadership, governance, operational and delivery oversight across DLI. The DCEO ensures the delivery of major infrastructure programs, manages key stakeholder relationships, and drives organisational performance aligned with government priorities.

Working closely with the Executive Leadership Board, the DCEO serves as a key enabler in ensuring the seamless, consistent, and high-quality delivery of infrastructure projects and services across the Built Infrastructure, Housing and Land Servicing, and Transport and Civil Infrastructure divisions. 

This position is critical in aligning strategic initiatives, fostering collaboration among divisions, ensuring delivery, and maintaining high standards of governance and stakeholder engagement.

Key Responsibilities

  • Shape and drive the strategic direction of infrastructure delivery in partnership with the CEO and Executive Leadership Board.

  • Oversee the delivery of major capital works, maintenance programs, and strategic infrastructure projects across multiple portfolios. 

  • Lead and manage senior executives to ensure consistent governance, project delivery, and stakeholder engagement across divisions. 

  • Coordinate integrated planning and alignment of infrastructure priorities across housing, transport, civil and built infrastructure services. 

  • Manage high-level relationships with Ministers, government agencies, and industry to support infrastructure investment and socio-economic outcomes. 

  • Provide procurement oversight, ensuring compliance, effective contract management, and value-for-money outcomes. 

  • Support the development and implementation of policies, procedures, and governance frameworks to drive organisational performance. 

  • Act on behalf of the CEO as required, representing the department in senior forums and decision-making processes.

About you

You are a highly accomplished executive leader with a proven ability to deliver complex infrastructure in a dynamic environment. 

Your experience includes leading large infrastructure programs, delivering complex projects on time and on budget, demonstrated success in strategic planning and organisational leadership, deep understanding of government processes, policy development and public sector governance, exceptional stakeholder engagement and relationship management skills and strong decision making and problem-solving capacity at executive level. Experience in the Northern Territory or comparable jurisdictions would be advantageous.
